Flight Level 3 is the strategic portfolio level and answers the question: which initiatives does the organization pursue, and in what order? This is where decisions are made about which endeavors receive capacity and which must wait. Without this governance, organizations start too many initiatives simultaneously, and all of them become slow instead of a few becoming fast.
At this level, a steering group of leaders typically works with a portfolio board that shows all running and planned initiatives. WIP Limits here apply to the number of parallel initiatives. If an organization decides to pursue a maximum of five strategic initiatives at any given time, one must be completed before a new one can begin. This forces explicit prioritization instead of implicit overload. The impact on teams is direct: fewer parallel initiatives mean less context switching and clearer priorities at Flight Level 1 and 2.
The model was developed by Klaus Leopold and connects Kanban principles with strategic portfolio management. Flight Level 3 is the level where leadership decisions have the greatest influence on the delivery speed of the entire organization.
